Zirakinbar armor and weapons repair shop at [27, 179].
Heavybeard repairs high-level armors and weapons. More precisely you have to pay a fee for him to attempt to repair a damaged/used item, if he fails to repair the item you will lose both the item and the fee.
You will have to bring the damaged item to him to have him try to repair it, note that it can't be equipped when you ask him to repair it.
