White Stone City
Regia is one of the two merchants that sell Sigils and does trade in essences. Her Sigils sell for 400gc each.
Grahms Village
Salina is the other of the two merchants that sell Sigils and does trade in essences. Her Sigils sell for 700gc each.

Although Whitestones, Seridia is the only place to buy Sigils. Those that abide in Irilion can also trade Essences via the Magic Shops in Sedicolis and Glacmor. Similar to Seridia, Irilion's other Magic Shops cater to the needs of crafters, namely the shop in Idaloran.
