This cloak can be purchased from Victor at the White Stone City Marketplace for 4500 gold coins.
Effects
Gives the Conjurer Perk, when worn. That means, summoning instant summons consumes only half the ethereal points. In order to perform the summoning you'll still need to have the full mana points though. The effect stacks with summoning arenas.
You cannot wear this cloak if you already have the Conjurer Perk.
