They have high armour, not toughness because (and I quote JofuranShigokai quoting Nessa, here):

"Crit to damage boost (what sb gives you) is what lets you hit them. Crit damage is doing damage that bypasses armour, but that damage is still reduced by toughness." So, if they had high toughness, crit damage boosts would not be of help. It was just a little talk about it on @6, and Gon agrees it is wrong, and stivy didnt say otherwise. I had long thought that toughness didn't fit with Korode's explanation of the combat system.
