One can get this perk by wearing the Monster Magnetism Cloak.
You cannot wear the cloak if you have the perk (and it wouldn't do anything else anyway).
Invasion monsters and Summoned monsters in PK areas are not affected by this Perk.
Arctic Chimerans, Red Dragons, Black Dragons, Ice Dragons, Blue Dragons and Leonard (alpha) ignore this perk.
